Potomac Highlands Animal Rescue serves Grant and Hardy Counties in West Virginia.
PHAR’s rescue efforts have dramatically reduced the number of animals entering into the local pounds. In Grant County alone, PHAR has reduced the pound's intake numbers by 90%. By offering an alternative to the pound, combined with an aggressive spay / neuter campaign, we have seen tremendous progress.
